PhaseTapChangerLinear xMax and xMin
There is a need to add the two attributes xMax and xMin to PhaseTapChangerLinear class:
Since reactance is changing for each tap even for a Linear PTC
But don't add it PhaseTapChanger 'mother' class since it has a 'child' class called PhaseTapChangerTabular in which reactance is also defined but for each tap
