Enable controlling RegulatingCondEq
RegulatingControl may control many RegulatingCondEq units, e.g. taps, synchronous machines, shunts etc. RegulatingControl has an enable flag but not the RegulatingCondEq units. Hence it is not possible to describe which of the RegulatingCondEq units participating in the control.


Proposed Solution

Add an enable flag to RegulatingCondEq and TapChanger.
Add flag "controlEnabled" on the equipment and documentation describing how it is used.

Agreed to enable flag to RegulatingCondEq and TapChanger.

Boolean with this meaning "regulationStatus". The name is bad as regulationStatus=true doesn't convey any meaning. Hence controlEnabled is used instead.
