GenLoad dynamidcs class inherits from RegulatingCondEq. Seems odd, are we sure we want to be introducing conducting equipment models in the dynamics package?.

Investigate and discuss in 13 modeling meeting.

Decision

Was moved to informative for CIM15. Will bring back for CIM16 from EPRI project cleanup.
