GeneratingUnit seems to be the wrong class for AGC control attributes, you need something like a plant controller or resource controller.

2011-02-16 kdd - suggest removing from Generating unit since this is inappropriate place to put AGC attributes.

Decision

Needs investigation to spell out or explain all the acronyms completely.
