Description

Planning control area issue
Planning area issue - Doug Evans of ERCOT (not hierarchical) ERCOT and Alberta - scaling load different than rest of control area. Selective reporting (zones cut wildly by zone). Want general vehicle to cover reporting. 61968:ZoneClass is a similar grouping. Two techniques (objects or ties) can be used to define a control area. Area control in powerflow. CALISO mapping to load area is not working well.

Proposed Solution

Alternate control area tie point definitions.
Should be able to reuse control area specification as long as multple or alternative control area definitons are allowed. Should CIM define these multple definitions or allow only one per exchange? Track down related control area issues. - Can use the same ones to label the purpose.
Ask question if the operations control area definitions are needed or if the planning control areas are needed.
