Topoogy package dependencies overstated
The dependency of Meas and Wires package upon Topology could be moved to depend on Core.

Proposed Solution

Modify IEC61970Dependencies diagram (and model) to make Wires depend on Core and to make Meas depend on Core. Just move the dependency links and slighly respace diagram.

Decision

(corrected as specified) Applied in parallel to 61970cim15v33 and 61970cim16v01 so we could get into "final" 301 edition 5 (cim15)
