Description

RegulatingControl.Terminal needs some further description in the UML.
- Some of the documenation for RegulatingControl.Terminal association could be moved from the IEC61970-452 document into the UML documenation. Present UML documenation says only:
"The terminal associated with this regulating control."
-- and for Terminal.RegulatingControl --
"The terminal is regulated by a control."

Proposed Solution

Add discussion about how Terminal might "survive" conversions among planning and operations models, and that the terminal of a BusbarSection could also be used.
