Use degrees not radians on SvVoltage
The SvVoltage class now is using "angle" attribute with type AngleDegrees. This has been exchanged as degrees in last ENTSO-E IOP and presumably in the Knoxville 2010 IOP as well. Suggest formallyl changing the type to be AngleDegrees. The phase tap changers appear to already be using AngleDegree.


Proposed Solution

Change as suggested.


Decision

(2011-03-02 WG13 call) Agree this change as well as changes. Agree to delete the AngleRadians from Domain since noone is using this, but keep AngleDegree name on existing class. Also changes to be applied to angle attributes on SyncroCheckRelay and EnergySourceChanges. All changes to be applied to 61970cim15v20.

Jean-Luc also verified that SI allows use of degrees as well as radians, even though radians is the native SI, so it appear we are safe to use degrees if we clearly specify.
