xmlns:cim
Currently the name space is changed with every CIM release. This has several drawbacks recoreded in a mail thread (summary may be added here ater).

Proposed Solution

Change xmlns:cim to "http://iec.ch/TC57/2009/CIM-schema-cim#" and don't change it anymore.
