Description

Clean up GeneratingUnit inheritance.
As noted by UCTE in related issue 1063, we need a way to inherit Nuclear unit from ThermalGeneratingUnit, but ThermalGeneratingUnit already has fossil fuel characteristics.

Proposed Solution

Correct the class inheritance with reogranization when we have a suitable time window. Suggest adding new FossilGeneratingUnit class also. Note this change impacts the CPSM specification and possibly many users.

Decision

The current model is capable of a modelling a nuclear plant (uranium can be FossileFuel :-) and is sufficient to support current use cases. Use cases like optimizing nuclear fuel usage can be complex. Close issue and open once a use case needing solution is described.
